Electrical Projects

Bowman, Foster & Associates, PC, was founded in 1961 under the name E. H. Bowman, Jr., Engineers. Initially, the firm provided only electrical engineering services for commercial customers. In 1972 the firm expanded into a consulting firm specializing in Plumbing, Mechanical and Electrical engineering services. Our Electrical Engineering Department is staffed to provide a wide variety of services to clients across the United States and abroad.


BFA was the prime contractor for the design package for the addition of a new 250KW, 480V, 3phase, 4 wire generator. The building has an existing 250KW emergency generator to provide backup power for emergency lighting, life safety equipment and elevators. At the request of the General Services Administration (GSA), BFA developed complete construction documents for the installation of a new generator to provide backup power for computer rooms and the new VOIP telephone system.

This project included the renovation of the Physiology Training Facility, Bldg. #SP124 which is approximately 20,500 SF, in order to provide a modem and efficient training facility space. It houses classrooms, training areas, a Hypobaric Chamber Room, administrative offices, general storage space, toilet/shower/locker rooms for male and female staff and mechanical & electrical/telecommunication spaces. Our design work included optimization of space (including reconstructing the classroom spaces to allow for 50 students), replacement of Heating Ventilation and Air Conditioning (HVAC) systems (including chiller & exhaust), replacement of electrical, fire protection and plumbing systems, replacement of all lighting and interior finishes, and renovation of restroom/locker rooms.

The project site is located at Naval Air Station Oceana, Dam Neck Annex, Building 505 and surrounding interior and exterior facilities. Generally the work involves replacing the existing 2000 amp switchgear with new and relocating the existing circuits from the old switchgear circuit breakers to their new circuit breakers.  Estimated construction cost was $1,700,000 USD.

This project provides a new high-pressure pump station and upgrades to the existing Norfolk and Virginia Beach Potable Water Treatment Plant. The new pump station includes electrical distribution and controls for six, 1,500 HP, 4160 volt motors. Renovation of the existing pump station includes provision of two (800 HP and 600 HP) Variable frequency drive (VFD) pump motor sets. The entire treatment plant electrical service is replaced with a 2,500 amp, 4160 volt double ended switchgear, and 5KV site distribution. Transformers are provided for local distribution at 480 volts. The project includes construction administration, shop drawings, record drawing reviews, construction phase services, and factory acceptance testing of pump motors for use with VFDs.
